FEDERAL RELIGIOUS MONITORING, H.R. 2431

VOTE EXPECTED WED. OR THURS., MAY 13th or 14th

THE FEDERAL RELIGIOUS MONITORING BILL

H.R. 2431 is currently in the U.S. House of Representatives with a

companion bill S. 772 in the U.S. Senate. Its legal title is "To Provide

for the

Office of Religious Persecution Monitoring and to Provide for the

Imposition of

Sanctions against Countries Engaged in Patterns of Religious Persecution

and for other Purposes." There is no question that all responsible citizens

oppose religious persecution. But, is H.R. 2431 the appropriate remedy?

H.R. 2431 - FEDERAL RELIGIOUS PERSECUTION MONITORING BILL:

* IS UNCONSTITUTIONAL

* SETS UP A CZAR OF RELIGIOUS PERSECUTION MONITORING

* GIVES THE CZAR OF RELIGIOUS MONITORING WARMAKING AUTHORITY

* CREATES AN ENFORCEMENT ARM FOR THE NEW WORLD ORDER

* JEOPARDIZES RELIGIOUS LIBERTY

H.R. 2431 SETS UP A CZAR OF RELIGIOUS MONITORING empowered to

impose embargos and sanctions on other nations, thus violating the

constitutional separation of powers and adding unconstitutional dictatorial

powers to the Clinton Presidency.

H.R. 2431 GIVES WARMAKING POWERS TO THE CZAR OF RELIGIOUS

MONITORING, who is authorized unilaterally to impose embargos and

sanctions (long considered to be acts of war) on any nation in the world

without regard to Congress's constitutional authority to declare war.

H.R. 2431 CREATES AN ENFORCEMENT ARM FOR THE NEW WORLD

ORDER AND INTERNATIONAL CORPORATE PROFITEERS. It contains no

restraints or checks and balances to insure that sanctions will be

fairly and

uniformly imposed with regard to religious persecution. Consider how

likely it

is that sanctions would be placed on economically powerful Red China as

compared to the economically impotent nation of Sudan? This bill sets up

the

Office of Religious Persecution Monitoring as the enforcement arm of the

international profiteers, with power to punish uncooperative nations while

turning a blind eye to persecution in places like China.

H.R. 2431 AUTHORIZES SURVEILLANCE AND MONITORING OF "ALL

PERSECUTED RELIGIOUS GROUPS AND COMMUNITIES, AND ALL

COUNTRIES AND REGIONS..." Nowhere in the bill are the surveillance

powers of the office of religious monitoring limited to outside the United

States. This is an unconstitutional grant of power to the federal

government.

The First Amendment guarantees us that, "Congress shall make no law

respecting an establishment of religion or prohibiting the free exercise

thereof." Consider the results of government religious monitoring by Janet

Reno at Waco and Ruby Ridge.

H.R. 2431 JEOPARDIZES THE GOD-GIVEN GUARANTEES OF THE FIRST

AMENDMENT FREEDOM OF RELIGION by basing its authority on the

United Nations Covenant on Civil and Political Rights and the Universal

Declaration of Human Rights, not the U.S. Constitution. Nowhere in H.R.

2431 is the freedom from government interference in religion guaranteed

as it

is in our First Amendment. The First Amendment specifically denies to

Congress any power at all to act with respect to religious freedom.
